BYLAWS OF THE ASSOCIATION

 

C1. COLOURS

The colours of the Association shall be Light blue with Dark blue trim.

 

C2. BADGE

The Badge of the Association shall be as shown in appendix "A" The lettering to be Light Blue on Dark Blue scrolls. The Badge shall not be made or worn without the permission of the Committee.

 

C3. ASSOCIATION JACKET

The Official Association Jacket shall be of Light Blue material with Dark Blue trim. The Official Badge of the Association shall be attached to the front left-hand side panel of the jacket.

Eligibility to wear the Association Jacket shall be as prescribed below.

 

C3.1. Life Members of the Association

The words "Life Member" and the year of election to the position shall be added under the Association Badge. A Laurel Wreath may surround the Badge.

 

C3.2. Recipients of a Service Merit Award

The words "Service Merit Award" and the year of attaining the award shall be added under the Association Badge.

 

C3.3. Office Bearers

The following Office Bearers: President; Senior Vice President; Secretary; Treasurer; Registrar and elected Committee representatives. Each to have the position occupied and the year added under the Association Badge.

 

C3.4. Technical Officials

Members of the District Technical Officials Panel. Such Officials shall have the words "Technical Official" and the year of attaining the first Credential added under the Association Badge.

 

C3.5. Swimming Referee

Members of the District Technical Panel who have attained the NSWSA Inc. Credential of Swimming Referee. Shall have the words "Swimming Referee" and the year of attaining this Credential added under the Association Badge.

 

C3.6. Members, Managers, Co-Managers or Coaches of District Representative teams.

Shall have the word "Representative", "Manager", "Co-Manager" or "Coach" and the year added below the motif.

 

C3.7

The Committee may grant permission to wear the Official Jacket to any person who, in its opinion, has rendered honorary service to the Association to merit such Award.

 

 

 

C4. COMMITTEE

The following Officers shall be elected Annually at the Annual General Meeting.

 

C4.1. State Councillor. From nominations received.

 

C4.2. A Publicity Officer. From nominations received.

 

C4.3. A coaches representative who will be nominated by the South Coast & Tablelands Swimming Coaches Association.

 

C4.4. An Auditor.

The Committee shall invite an honorary person/s qualified as an Accountant or a firm of Public Accountants to be the Association Auditor.

 

 

C5. ANNUAL GENERAL MEETING

 

C5.1

At least 60 clear days prior to the date of the AGM notice shall be given in writing of the proposed date, time and venue to the Secretaries of the Swimming Clubs listed in Schedule 1 of the Constitution and all Life Members inviting items for inclusion in the Agenda.

 

C5.2

Nominations shall be invited for the positions as set out in part 5.01 and 5.02 of the Constitution. Also for the Positions of Swim Committee and Selection Committee as set out in clauses C7 and C8 of the Bylaws at least 60 days prior to the projected date of the AGM.

 

C5.3

Such Nominations shall be signed by two (2) Members of the Association and the Nominees consent appended thereto, provided that the Nominee is a Member of the Association.

 

C5.4

The closure date for submissions of items of Agenda and Nominations for Office Bearers and Committees shall be at least thirty (30) clear days prior to the notified date of the AGM.

 

C5.5

A copy of the Minutes of all General Meetings shall be sent to each Affiliated Club and Life Member within thirty (30) days of such Meeting.

 

C5.6

The Election of Office Bearers, The Committee, Swim Committee and Selection Committee shall be by secret ballot at the AGM.

 

C6.

The District Appointments, Lectures and Examination Committee (ALEC) shall consist of all active Swimming Referees who are resident in the District. The committee each year shall elect it's own Convener and nominate it's own Representative to attend Committee Meetings.

 

C7

The District Swim Committee. Shall consist of five (5) Members elected at the AGM, one representative of the District Swimming Coaches Association, and one representative of the Executive Committee, who shall be the Chairperson.

 

 

C8.

The District Selection Committee. Shall consist of three (3) Members elected at the AGM. One Representative of the District Swimming Coaches Association and the District Registrar who shall act as convener. No two (2) Selectors shall be first claim Members of the same Club.

 

 

C9. MEMBERSHIP FEES

 

C9.1

The Annual Subscription (Affiliation) fee to the Association shall be twenty dollars ($20) per Club.

 

C9.2

The Annual Registration Fee to the Association shall be two dollars ($2.00) per Capitated Member and shall be paid yearly.

 

C9.3

The Registration Fee shall be increased yearly in line with the CPI in an upward direction to the nearest ten (10) cents.

 

C10. DISTRICT SWIMMING CHAMPIONSHIPS

 

C10.1

The Association shall conduct Annually the Swimming Championships of the District separately for males and females. The Events shall be -

 

8 Years & Under … 50m Freestyle, Backstroke, Breaststroke, Butterfly.

9 Years & Under … 100m Freestyle

10 Years … 100m Freestyle

11 Years … 100m Freestyle

12 Years … 100m Freestyle

13 Years … 100m Freestyle

14 Years … 100m Freestyle

15 Years … 100m Freestyle

16 Years … 100m Freestyle

Open … 100m Freestyle

14 Years & Under … 200m & 400m Freestyle

15 Years & Over … 200m & 400m Freestyle and 200m Individual Medley

10 Years & Under … 100m Backstroke, Breaststroke, Butterfly & 200m I.M.

11 & 12 Years … 100m Backstroke, Breaststroke, Butterfly & 200m I.M.

13 & 14 Years … 100m Backstroke, Breaststroke, Butterfly & 200m I.M.

15 & 16 Years … 100m Backstroke, Breaststroke, Butterfly

Open … 100m Backstroke, Breaststroke, Butterfly

The format for conduct of the Championships shall be decided by the Executive Committee on recommendations from the Swim Committee.

 

C10.2

Relays - Suitable Championship relay events for Club Teams shall be included in the Programme. Particular Events shall be decided by the Executive Committee on recommendations from the Swim Committee.

 

C10.3. Eligibility.

a) Age qualification. Age Event Competitors shall be of the specific age on the day of the first Session of the Championship Series.

b) An entrant in an age Championship Event shall if the Executive so desire, produce a certificate of birth or other satisfactory evidence of birth date.

 

C10.4

  1. No Competitor shall be eligible to compete in any District Championship Event unless they are capitated with the NSWSA Inc. and have been a qualified member of any Club in whose interests he or she competes for a period of not less than 30 days, or a Directly Affiliated Swimmer who complies with the NSWSA Inc. residential requirements.
  2.  Visiting Swimmers may be allowed to swim in SC&TSA District Championships by invitation provided that they are District, Country, State or National Champions or of a similar calibre. Such decision shall be made by the Executive Committee, provided that (1) one only swimmer be permitted to swim in the Final.
  3.  Visiting Swimmers, if gaining a place in the Championships, shall be presented with a suitable trophy.

 

C10.5. Closing of Entries.

Entries Close with the District Secretary at least 14 days prior to the date of the first Session and shall be accompanied by the correct entry fee, completed entry card and summary sheet.

 

C10.6. Championship Medals.

The Association shall award Special Championship Medals of Gold, Silver and Bronze for 1st, 2nd and 3rd places in all District Championship Events. Finalists Ribbons shall be awarded for all placings from 4th to 7th or 8th place, whichever is applicable to 12 years and under swimmers.

 

C10.7. Club Premiership.

The Premiership of the Association shall be an aggregate one. Subject to the following conditions -
  1. The winner of the Premiership shall be the Club which scores the most points in the Individual Swimming Championship Events.
  2. Points shall be awarded as follows: 10, 8, 6, 5, 4, 3, 2, 1 for First, second, third, fourth, fifth, sixth, seventh and eighth place where applicable in each Championship event.
  3. The Club winning the Aggregate Premiership shall have its name engraved on the "President's" Cup and shall hold that trophy until the following Season's Winner is decided.
  4. A Handicap Competition shall be conducted in conjunction with the "Presidents Cup" the rules of which are as follows.

 

Rules for the CAGA Handicap Trophy

 

  1. The CAGA Cup will be awarded on the basis of the Club scoring the highest points on a handicap system run in conjunction with the District Championships.
  2. All South Coast & Tablelands Swimming Association Inc. Clubs may compete.
  3. A Club in their first year or one who did not compete in the Championships the previous year will be allotted a Handicap of 50% of the highest handicap Points start.
  4. In order to Qualify for the Trophy, a Club must have at least 3 swimmers competing, who must score at least 20 points.
  5. The Handicap points start will be based on the number of points scored by the Club which wins the President's Cup in the previous Season. (Base figure) This Club will be the scratch Club and will have Zero points start.
  6. The other Clubs' Handicap Points start will be based on this figure and the average actual points scored for the previous two years, further adjusted in order to cushion the seasonal rises and falls.

 

For example, to calculate the Handicap points start for a Club

 

  1. Average the last two Seasons actual points.
  2. Subtract from last Season's actual points.
  3. Halve this figure and add to the average.
  4. Subtract this from the Base figure.
  5. This will give you the Handicap points start for the new Season.

 

The formula is: Hcap = Bf - {b - A} + A

Where Bf = Base figure

A = Average Points from previous 2 years.

b = Previous years actual Points.

 

 

C10.8. March Past.

A March Past of Competitors shall be held Annually for the Vi Schofield Trophy. The Committee shall select a Suitable Venue.

 

C10.9. Age Champions.

Individual awards will be made for the male and female swimmer in each age group who gains the most Points. The only eligible events being the 100 metres Backstroke, Breaststroke, Butterfly and Freestyle and the 200 metres Individual Medley.

The 50 Metre events will be eligible for the 8yrs and under.

 

C10.10. Swimmers of the Meet

The M&V Smith Trophies will be awarded for the "Swim of the Meet" They will be presented to the Male and Female swimmers who swim closest to a State Record time.

To make the award equitable within all age groups, they will be judged on a percentage basis.

 

C11. Invitation Meets

No Affiliated Club shall postpone or cancel a Swim Meet without giving at least 24 hours notice to the District Secretary as well as all participating Club Secretaries.

 

C12. Results of all Swimming Competitions

Shall be forwarded by the Secretary of the promoting Club to the District Registrar and the Publicity Officer. Country, State and National Qualifiers must also be notified to the NSWSA Inc. within 7 days of the Meet. In the case of SC&TSA Championships, this duty shall be carried out by the Association Secretary.

 

C13. Service Merit Award

This may be conferred upon a Member of a Club affiliated to the Association who shall have reached a standard of sustained excellence in the application and attendance to allotted duties in the sport of swimming.

The length of Service direct to the Association shall have been over a period of not less than 5 Years. Qualification shall be of an order and nature that has accrued benefit to the Sport generally. The nominee shall be a Member who has carried out duties on behalf of the Association both at district and in local areas in a specific field of activity, or sustained attention to duties as an Association Officer or a Member of an Association Committee, provided that -

  1. Not more than two Service Merit awards be made in any one year.
  2. The Executive Committee shall investigate and consider all nominations from Member Clubs, select and submit at it's discretion the name/s of the proposed recipient/s for confirmation by vote at the next AGM
  3. The successful Nomination/s shall require a majority of three fourths (3/4) of the Delegates present and voting at the AGM
  4. The successful Member/s shall be presented with a suitable Service Merit Award to honour the achievement.
  5. Gaining the Service Merit Award would in no way prevent the Member from being considered for Life Membership should Life Member conditions be achieved at a later date.

 

C14. 50 Metre Sprint Meet

The Association shall conduct Annually a 50 metre sprint Championship Meet separate to the District Championships C10 above. Strokes will include Freestyle, Backstroke, Breaststroke and Butterfly. Medals will be awarded for 1st, 2nd and 3rd places at this Meet. Competitors shall be the specific age as at the day of the Meet.

 

C15. An Inter-club Swim Meet shall be held Annually.

The Inter-Club rules as revised from time to time shall constitute this rule (C15) in these Bylaws.
